Summary
There are several national and local schemes that can help households manage energy and water costs, particularly during winter or times of financial hardship. These schemes can provide payments sent direct to the householder, discounts on bills or a cap on charges.
Eligibility
Eligibility varies by scheme, but people are more likely to qualify for one or more of these schemes if they:
- Receive means-tested benefits
- Are of pensionable age
- Have a disability or long-term health condition
- Have young children
- Have a low household income
Some support is awarded automatically to those who already receive qualifying benefits.
Winter Fuel Payment
This is an annual tax-free payment to help older people with winter heating costs. The exact amount depends on date of birth, and whether the older person lives alone, with another eligible person or in a care home.
The Winter Fuel Payment is issued between November and January. For most people receiving State Pension or other benefits this will be an automatic payment. Eligible people will usually receive a letter in October or November telling them how much money they will get.
Older people who believe they are eligible but don’t get a letter can apply directly online or by phoning 0800 731 0160.

Warm Home Discount
The Warm Home Discount is a one-off £150 discount on the electricity bill.
The Warm Home Discount is available to anyone who gets the Guaranteed Credit element of Pension Credit, and to people on a low income receiving means-tested benefits, such as Universal Credit or Housing Benefit.
Electricity suppliers will apply the discount directly to bills between October and March. There is no need to apply.
People who believe they are eligible but do not receive a letter by January can contact the Warm Home Discount Scheme directly.
Cold Weather Payment
The Cold Weather Payment is a daily payment to help with heating costs during a period of very cold weather.
The average temperature must be zero degrees (0°C) or below for seven consecutive days. Eligible households will receive £25 for each seven-day period. This payment is automatic and there is no need to apply.
It is only available for people on certain means-tested benefits such as Pension Credit or Universal Credit. There may be additional criteria for people on some benefits.

Thames Water – WaterSure scheme
Thames Water’s WaterSure scheme is for people with a water meter who use a lot of water – for example because of a medical condition or having a large family – and are struggling to pay their water bills.
The scheme works by capping water bills at an average price, based on other Thames Water customers’ bills, so the household does not have to pay more than that amount.
To be eligible, someone in the household must receive a means-tested benefit, and the household must include either someone with a medical condition that requires high water use, or three or more children under 19. Evidence of benefits or medical needs may be required.
